Cloak of the Burning Prince (Solesek Ro reward)

Casting Allegro actually reduces the damage added by the cloak.With the normalization of the damage added based on a 3 second cast time this cloak seems pretty useless for troubs.  Im getting 2 extra damager per tick on my DoT.<div></div>

(This is what a dev said about the normalization).
