Another newbie question plz explain

Got new spell says it decreases defence of target and makes target to lose 8% power consumed and 8 % of power will be drained from target health every time they use an ability . This is lev 8 spell i beleive has updates at 22,36 etc. I am curious what abIilty?Melee attack or spell casting ? or something else , explain plz

Any time they use an ability that consume power they take damage. <div></div>

It works on everything, but don't get too excited ... at level 70 it damages the target for ~30 damage when it goes off (and anything related to power draining does absolutely nothing (except in PvP/duels).<div></div>
