Newb Bard question...

Wouldn't worry about it. You'll go through the lower lvls so fast it will almost be pointless. I would upgrade what you end up using a lot, find important.  I would imagine you'll want some skills upgraded to make life easier.<div></div>

level 20 was about where I started worrying about upgrading things as well. At that point I started making sure everything was Adept I and had a few things Adept III if I had gotten lucky enogh to harvest any rare ink components. <div></div>

I should be more specific...unfortuneately my example involves a dark elf crusader. :pAt level 9 doing the class quest to be a crusader I tried the instanced part of the class quest with app 1 spells/combat arts.........couldnt' do it.I tried again (on the third try) with no app 1's (only upgraded to app 2's) and managed to succeed.Point being you will want to upgrade, I'd upgrade just the important things, like main attacks.<div></div>
