No problem charming a shimmering guardian (leopard) in the Shimmering Citadel. Then to the docks in the Sinking Sands. Charmed a croc no problem. For known non-charmable targets I always get the message "Won't work on target". If you don't get that message, charm should work unless you are not high enough for the target or your skill sucks.
