That depends I would say.Personally I settle with Raxxyl's Energizing Harmony and Vahlens Stirring Tune (which I choosen as training) all time. Adding Gerard's Resonant Sonata for haste is pretty neat if you would like to keep up some DPS without burning all power with CA.As utility and especially for HO, I like to preserfe some power to get Lucks Bite out or flip the wheel. Aswell the tricks we got in our class like Swindle Essence for power siphon or Lore's Snapping Sonnet as another form of debuff.Add a debuff or Arcane Symphony for arcane mitigation or leave last conc slot free for easier rebuffing. Keeping in mind the debuff is ended anyhow after a fight is over/the debuffed group dead.At any chance a good troub does juggle buffs as needed depending on which mob you face in my opinion.

The new agi changes mean the stat buffing songs aren't as powerful as they were, this gives you a lot more freedom to play around with buffs. Recently I've been using Quiron's to good effect, combined with Minstrel's Fortune for defense and offense bonus. When soloing I tend to then use Kian's Destructive Anthem for good, constant damage. In groups, depending on the fight I go with Arcane Symphony for spell defense, Bria's for power regen during a long fight, or Discouraging Discante when fighting heaving hitters. For all out melee DPS, however, you can't beat Aria of Excitement (or Inspiration depending on level), Gerard's Resonant Sonata, Vhalen's Stirring Tune (training option), and Raxxyl's Energizing Harmony.Basically, look at the group combo - if you have a lot of melee hitters, go with str buffs and haste. If you have casters you're going to want to keep em powered up. If your healer is lower level or coming up short some fighters, go with a healsong to help him out. If your main taunt is getting mezzed, throw up some spell protection.
