Beta update notes

Pulled these Brigand specific items from the beta update notes from yesterda.- Brigand: Gouge: Reduced parry skill reduction amount.- Brigand: Beg for Mercy: Cannot target Fighters.<div><font color="#ffff00">*** PVP ***</font></div> <div> </div> <div>- All evacuate spells require that they player not be in PVP Combat.- Brigand: The Rake line of combat arts, as well as Dispatch have had their mitigation debuffs lowered in PvP combat.</div><div></div>I jumped onto the beta with my copied Brig and found that my Adept 3 Dispatch went from a debuff of everything for 3080 to a debuff of everything for 770.  I understand it was overpowered, but that seems a little extreme to me.  My rake debuff was cut approximately in half.  Devitalize seems untouched so far, but I'm sure it won't be long until that sees the same nerf.
