Tie Up Master

Just upgrading some abilities and as always I look for masters.  The only one available was Tie Up Master 1.  I examine it and compare it to the Adept 1 I have been using for several levels.  The Adept 1 slows target by 35% and uses 52 power.  The Master 1 slows target by 35% and uses 57 power.  Why on Norrath would I want to spend 11g to upgrade an ability from adept to master so that I can use 5 more power?  Either I am missing something or this is just wrong! <div></div>

the whole snare line is just plain stupid imo, kiting takes too long and too many arrows, only useful when your bored to death alone and say lets see if i can solo this and that, at which point i better switch to one of my alts that actually can solo mobs without running around in circles and hoping encounter doesnt get broken after using up a stack of arrows
