Who gives the Dragoon items quest?

I have seen these items a few times but I don't know who gives the quest or if it's a drop. Can anyone help me out? Also I am surprise there isn't alot of posts about armor, weapons, and items for 20+.

<DIV>oh THAT dragon stuff, yeah thats a qest reward in Fallen Gate. There is a drop there that is some kind of purse and when you inspect it you get 1 of 4 different quest.</DIV> <DIV> </DIV> <DIV>Each tells you to go to one of the 4 spire things near First Gate when you click the right one no matter which of the 4 you have then you get a quest to find 8 of something that will drop off just about any mob in the zone and does not update every kill.</DIV> <DIV> </DIV> <DIV>Once done go back to click the pot infront of the spire you were at and get 1 of the 4 Spectral Dragon items depending on which quest you got. </DIV> <DIV> </DIV> <DIV>1 is a Ring (Caster)</DIV> <DIV>1 is a Belt (Melee)</DIV> <DIV>1 is a Necklace (I think melee)</DIV> <DIV>1 is a Earing (I think caster)</DIV>
