The proc has always been useless, a raid dropped item where the effect doesn't effect epics is in my opinion worthless. It might be a nice PvP item, but not everyone plays PvP.Even when the proc read that it cancels 42% of targets speed buffs it was useless cause you can't effect an epic's speed.<div></div>
