New haste,what about our buff?

with the new haste system haste is counted as number 0 to 200.the swashy a buff ? will remain the same amount?

I noticed last night that the deminishing return on haste actually starts to kick in before 100, I was at 114 last night when I checked it and tooltip said I was 98% faster.<div></div>
