Stealth Nerf to out of encounter AE

<P>description has list this as Maximum Targets of 8 for some time, it is not a new thing, if you were hitting 8 encounters, it was a bug that has been fixed.</P> <P>It was changed some time ago, I think even back before KoS.</P>
