Fast heal AA broken?

Has anyone else had a problem with the fast heals in STA AA not actually working?  I blew a respec on it, only to find that Spiritual Healing still had a 3 sec casting time <img src="/smilies/9d71f0541cff0a302a0309c5079e8dee.gif" border="0" alt="SMILEY" /><div></div>
