Look at it kinda like a weapon skill... if you've never used a sword as a warden and you pick one up at 70... you have a really low skill you skill up fast, but you can't hit anything until you get quite a few points.  Same with defenseive skills like parry.  +5 points would be a joke if you didn't already have the skill with the points to put it in your level range.<div></div>
