Question re: Winds of Frost

<div></div>Ding 32 last night and I have a question about  Winds of Frost, (new spell). Description says: "Deals instant Cold damage to an enemy and surrounding encounter members." So, does it deal AoE damage to anything standing nearby or only to mobs actually engaged in the encounter?  For example, I'm standing on a ridgeline tangling with paired target bears, I cast WoF and a third one wanders past. Do all 3 take damage (adding the new one to the fray), or just the 2 I had already engaged? I'm hoping that since it reads "surrounding <i>encounter</i> members" that it is the latter... but I just wanna be sure before I have an even half dozen bear chewing on my warden butt! Thanks. <div></div>

Began using this while soloing group targets like the paired bear in EL, (A young briarpaw), and it is very nice. Between this and the DS, we are quite the indiscriminite killing machine! Shame it doesn't advance/complete our HOs... but I can live with that! <div></div>
