Punishment

I recently read a thread than I can now not find for the life of me, in which the poster had taken SS's of the debuffs after they were modified by maxed out Punishment (final AA in the line, increases duration of all punishments by 100%).  The abilities showed an across the board duration increase of 50%.  Is this a bug? Working as intended?  If so, please modify the description appropriately.<div></div>

Now, the added hate generation will definately make this spell worth using, especially early in.</div>
