It's seemed about the same for me, but I've been playing pretty conservatively.I've found that it depends a lot on how upgraded the tank's taunt is. If they're using app1 taunts I need to wait until after two solid taunts before it's safe, if they have adept3 then one shout is enough for me to basically ignore aggro control as soon as one has landed.

It has always carried a lot of taunt, in fact I have used it to 'tank' for almost all my levels 20 to 31. Usually there is no fighter present so I can't really tell if it changed today or not.
