Templar Fun Spell Question

I can't remember the name of the spell, but it's the level 20 Templar fun spell. I think I know what it's supposed to do...make the target genuflect, I believe?...but every single target I've tried this one has returned a message somewhat like "This person is not swayed by your charms"  <wrong wording but close>   I have tried group members, ungrouped people,  NPCs,  Orcs....you name it. It hasn't worked on ANYone. And the description gives zero info, go figure. If your talking about Faithful Respect, that only works on group members lower lvl than you.

Yep, this is the spell he's referring to and that's the criteria. I've taken to summoning holy symbols to people mid-raid instead of trying to force them to e-mote since everyone is 70 now.
