Reverence nerf?

From the patch notes: Reverence upgrades now replenish health at the intended rate. Was it always intended to be this way then, or is it like the accidental nerfs to stuns, roots, stifles and mezzes? <div></div>

But true, it wasn't good to begin with and this ninja nerf made it next to useless. I am not happy since I actually used a pearl for that crap.</span><div></div>

<P>I wonder if they ever look at the number of times a spell it cast accross the servers for evaluations on whether a spell is useful or not?  I bet Reverence would have one of the lowest numbers out there.  I think I use Radiance more then Reverence and that has a 10 minute recast time.  </P> <P>Making it lower then the 196% it did before doesn't really matter since I rarely ever used it.  </P>
