Vigilant Benediction, is it broken??

Already posted this on the main spell forums, but figured I would post here also.  It appears that at least one portion of this spell is broken.  In the 10+ hours I have played since new patch/DoF install, this spell has not dropped once.  Previous to that, it would drop any number of types, depending on mob difficulty or pull time (i.e., tank pulling a long way and getting smacked a bit).  I am not even sure if the AC portion of the spell works, but will test that when I log on next.  Anyone else notice this problem?? yeah it just stays on the person.  I assumed that means the 7% chance to save MT from one attack is persistent.  Although I'm not sure if there is a way to check the log and see if it's saving them from an attack here and there.

My understanding of the spell is follows: Slight AC buff with 6% chance to absorb a direct hit for no damage, then the spell will drop. Maracus (50) Templar Grobb Server <div></div>

Alright, just logged on and checked spell description.  Lo and behold, it has changed.  There is no longer an AC buff associated with it and it stays up until cancelled.  I thought I had read all the spell descriptions when change came out, but must have not read this one good enough.  Will have to parse my damage logs to see if this still works though.
