Are Reactives on live broken?

<DIV>I have noticed that altho I put a reactive on the tank, he takes damage and the reactive does not always trigger. I put my group reactive up or single target and see the same thing happen, no green dancing numbers over his head and his health drops with each hit. I have to spam my combat heal and arch heals to compensate, then the next time I cast the reactives, everything works like it should. </DIV> <DIV> </DIV> <DIV>Is this just me? Yes they are borked, ive noticed this at times to, i see the initial cast i see it in my active spell bar yet no heals come out of it except the termination heal when timer runs out. I see in combat the target getting smacked around and yet no heals. I still havent found a cause for it though, seems to be at random times it just wont work.
