Templer funny 20th level spell where?

I've heard that there is a Templer spell that will make your group mates kneel before you.....Where can I get this spell?

Find the scribe within the city proper. The scribes in the suburbs do not carry the spells past 20. All spells 20 and beyond are in the city proper. Where is this in Freeport, I'm not sure. For Qeynos it was in the same building where the guild registrar was. I think there is a scribe in East Freeport but one of you bad guys should confirm that.
