As far as I know any mob that's around the level of the spell has a chance to drop it. It's completely random although the rate is probably higher with named mobs of said level.

<P>I found that some named mobs have a better chance of dropping a master than other named mobs in that same tier.  But all named mobs have a chance of dropping a master if you camp them long enough.  As a case in point, I had a tier 1 master spell drop for me on the starter island.  I still have it in inventory for later use or trade.</P>
