Rod of Confusion?

<DIV> ok...hate to seem like a noob, but what exactly is this "Rod of Confusion" that was mentioned a couple of patches ago. (It mentioned you could zone with it now, and they changed Int bonus on it or something). Correct me if I am wrong, but I think its a rod that drops in Runnyeye.  It has 22int and a 5 or 10% change to proc stifle.  Got one of these about a week ago and was very happy.  Also has some other nice stats and a good amount of health and power. <div></div>
