Level 22, 42... what to choose?

<P>I picked regen also, problem is (which I didn't bug and should have) at 42 it advertises 5 regen a tick but after testing find it only gives 3.  Maybe its a bug, incorrect description or its because at both times I picked power regen and they won't stack over a certain amount.  </P> <P>Point is, has anyone else seen this or had it happen, or am I just not seeing something.</P>
