The level 20 fun spells are self illusions.  So look for Illusion fire etc.  Think there is 2 of them. or 3 of them

Try the shop across from the guild office in Qeynos harbor.  Or the mage tower in SQ.

Illusion: Fire Elemental I think is the lv20 one.

You can buy the Illusion:  Fire Elemental in the Quenos Mage Tower.  Front door, look to your right.  There is a little gnome Conjurer Trainer who has it for sale for about 15 Silver.
