Procs of all kinds are based upon the BASE casting speed of the spell, not hasted numbers.I asked that specific question in beta because my Illusionist alt had very heavy AA's sunk into cast haste.<div></div>

Reading the description on the cloak, one would notice the wording of "BY 65." While reading the description on adornments displays "BY UP TO 20." The differing wording may correlate to the cloak adding 65 <STRONG>on each tick</STRONG>, rather than being normalized.
