Charm AA bugged?

<DIV>I spent my first 5 points in the Coercer tree to get the reduced resists on charm, which gave me something like 40% harder resistability on my level 10 charm.</DIV> <DIV>However, I hit 20 and my upgraded charm "coerce", only shows 21% harder for the same level of spell (app IV). Is there some reason for this or is it a bug?</DIV>

I have all my Charm % AA and mine states 36% Harder to resist and 33% Harder per tick... which I haven't noticed the "per tick" thing until now. Anyone know how long each "tick" is? (standard is 2 ~ 12sec for most spells, depending on type, and regen "tick" is 6sec.... I hope it's more like 20 ~ 30 sec atleast.) <div></div>
