Lvl 20 armor quest

Who gives the lvl 20 armor quest?  I went to Kirsteh the witch and she just yells at me to bring a bag back.  I don't find any armor quest in my journal.  On TTH it says I need to kill some skeletons I think in the Commons.  I have crap gear so wanted to get these done.  I'm lv 27 now.Shadrir<div></div>

i would just buy level 30 player made imbued armor and join a giants group in TS or a crushbone group for lvl 30. i never did armor quests cause i was levelling so fast it was worthless by the time i would have gotten it.<div></div>
