Spell attacks and mez

<DIV>I am seeing a new wording on spells, on a successful spell attack this effect will (do stuff). So if i have items like this, they won't break mez when i refresh it?</DIV>

Proc's should land before the mez effect, however I'm not sure/certain if it can also proc on an resisted mez, I always put of my proccing gear jsut in case.
