I was reading the PvP section for us, and noticed many people talking about debuffing the Q/mob while mezzed and it not breaking charm. What debuff are they talking about....this could be the newb coming out in me....but I thought we had only one mental debuff and that had a DOT on it. The other debuff we have doesn't help us but only other casters.....right??

Not sure about the PvP aspects, but Marred Psyche is a debuff that knocks 1056 off all magic resists, including mental which helps us. Its usually one of the 1st spells I cast. Unless something procs with it, it doesn't break mez. The other debuff is the Gorging Thoughts, INT debuff and power regen.

I think you are talking about the tactic to mez something, stack on as much as possible that doesn't break mez, and then break it.

In this case, the "debuffing" is used in a general way. They mean to stack on the "all magical" debuff, the 3 reactives, and then end it with the dot with more resist debuff, which will break mez.

That way you basically have all your spells on at once when the mob starts fighting, instead of trying to slap on the reactives in the middle of combat.

The point is that they don't break mez (barring any procs), so slap em on during the mez.
