Whatever sage has to have got the book from doing the Bloodlines quest series. Some newbie sage that starts leveling now isn't gonna have it.<div></div>

Sage's can make it, and they only have to buy the spell scroll from the wholesaler in the low-end TS instance in their home suburb. They do not have to do the bloodline quest to get the recipe.
