Fascinate Master 1, or Msmerize Adept ?

I'd personally save the money spend on the Ad3 and stick with the lower level Master because of the lower chances for it to be resisted at master quality.

Yes, always stick with the master even if lower.  This is something that even Moorgard has reccommended.  When is comes to mezzing your primary concern is that it not be resisted.  The higher level spell will give you longer duration but at the cost of a higher chance of being resisted.

Well, I've barely upgraded any of my stuns or mezzes in T6, since I have masters of the T5 spells, if that's any help. For me, the decreased resistance outweighs the marginal duration increase. That said, I'll probably be upgrading to the T7 versions even if they're resisted more often, since the duration increases are large enough to cancel that out. Also, for some reason (probably everyone playing in T7 zones) T7 masters are more common than T6 masters, so I should be able to get masters of all of the critical spells (stuns, mezzes, reactives).
