Despotic Mind vs Tyrranical Mind

Has SoE ever commented on why Tyrannical Mind at adept 1 is only 17% more damage over Despotic Mind? I had Despotic Mind at Adept 1 (288% dmg per power) and then i dinged and saw Tyrannical Mind sitting there and i thought yay a long awaited upgrade to this very useful spell! Then i look at the app 1 Tyranical and it was something like 147% damage per power. I pick up the Adpet 1 of it 307% dpp...a net gain of 17% dmg on this spell for how many levels difference. <div></div>
