After patch I've heard that Breeze, and refresh don't stack???

<DIV>I was reading that since the patch if you cast Refresh on Bob, and then cast Breeze on Bob. Bob will only get the effects of the last casted power regen spell, in this case Breeze.</DIV> <DIV> </DIV> <DIV>If this is true are we all sure that the more powerful of the two spell  would be the one working on "Bob"?</DIV> <DIV> </DIV> <DIV>Please advise if you have any insight on this,</DIV>
