Which NPC can you buy T3+ drink from?

Of course this the usual NPC (30 minute, Average satiation) The current cost is 77c per single food/drink. Nowhere as good as player made, but will do in a pinch. Buy in bulk and you don't have to buy food as often. Which lasts longer than merchant food , is less expensive and has a higher satiation. I would compare the prices of the broker food to the T3 merchant  before buying. I did when I found the merchants on Zek by the docks, and compared to the broker.
