<DIV>Sibyllant isn't a direct AE in and of itself, rather it enchants an enemy with an AE proc that hurts its own group.  It still only affects that one particular encounter, and as such I don't believe it will break mesmerize when it goes off (though if I'm casting Sibyllant on an enemy, I'm usually not mezzing anything in its group).  It certainly won't cause outside agro, I know that much.</DIV>

Ive played with this spell a lot too, and have never had it break mez inside or outside a group. One thing I notice a lot here is the term AoE (AE to some) being applied to group attack spells. THis has caused a lot of confusion in the comunity, and thats why this is a very good question to ask.
