Can coercer start out in Qeynos?

You have to start the betrayal quest by level 17. You can do it one time only. Once you complete the quest you would be a citizen of Freeport for life, and only Freeport based sub-classes will be available to you. Your only option would be Coercer. You could not become an Illusionist.
