It is a Mage-only Ability(not spell, Ability). It only scales with level. It cannot be crafted, it can only be gained by doing the Bloodline Chronicle quests.

They actually beefed up Sunbolt a little with the EoF release, but only by 100 points or so. Casting time modified by my spell haste at the time:<BR><BR> <img src="http://home.comcast.net/~axp696/sunbolt.jpg">
