<DIV>I was fighting a solo encounter of 3 mobs blue con to me. I cast Phantasmal Resplendance and all 3 got mezzed. I waited for the recast and cast the spell again and here is what happened, it only re-mezzed the mob i had targeted and broke the mezz existing on the other 2. Then i waited until the spell expired(nothing mezzed at all now) and cast again still only mezzing the one i had targeted. Phantasmal Resplendance is the only spell i cast throughout the whole encounter so dont tell me they had a dot on them, all targets were in range too.</DIV>

This isn't a bug.  Your AoE Mez prevents AoE on each target.  When you cast it again before it's over, the 2 other mobs prevent the AoE Mez from hitting them, thus they don't get the mez.

Because, that's the way AoEs work.  They count as 3 seperate spell casts, but they don't count as 3 seperate spell casts at the same time.  Confusing isn't it?  Anyway, the devs backed out on this once before because our cries about how this would cause this "issue"(it's not a bug, it's just an issue).  However, this time they decided not to back out of it.
