Problem with Subjugation

I'm wondering if anyone else has had this problem. My subjugation skill almost never rises. I constantly cast spells that are subjugation even if I don't need to. I even park myself in front of a mob and chain cast all of my subjugation spells without killing the mob. After tons and tons of casts I might get a single point.As a consequence I keep rising in level and it's falling further behind. It gets to the point where I can't cast subjugation spells on anything without a high risk of resist.<div></div>
