Do skill debuffs work the same but opposite to buffs?

Since the revamp, skills are not "level" based anymore. A debuff of 36 does not mean a debuff of 7.2 levels like it did under the previous system. It means they will have a lower chance of hitting, but not by as much as if the mob was 7.2 levels lower, more like the mob would miss about 1-5% more hits. Doesn't seem like much, but as things start stacking, it helps out.
