They are technically  but you have 2 aa lines you can do down....that will  take away the long recast and casting's  ...check em out in sorcerer tree and the warlock tree<div></div>

 The long casts are the AE's. In tier 7 these spells are capable of well in excess of 30k damage. Seems like a fair trade.
