It has bugged me to no end why SOE would reduce the Seal buff effect (dropping the amount of skill increase).  Why lower the effectiveness of a broken spell that does nothing? So either SOE is wasting their time doing useless changes (not at all surprising), or in combination with the spell change they actually fixed it?  The change in AoE resistance rate may also be part of this change. So my speculation, being rarely optimistic, is that Seal now actually does lower resistance rates, and that the change in associated skill level and baseline resistance rates have been made to balance the restored capability of this spell line. Well, I can dream now, can't I?

<P>I was thinking something similar. However, after running harclaves a few times with a parser I found no significant difference against blue, white, and yellow mobs.</P> <P>The spell does nothing that can be parsed.... which translates to nothing useful.</P>
