I see reference here to L20 training options but last night I dinged 20 and had no training option given. Does the training option come up at 20.4 or 20.8?
It comes dead on 20. If you can't see the green cross icon then your UI is screwed somehow. <div></div>

<DIV>You'll get the options when you zone or after you log in again (whichever is first.)</DIV>

Hmm.... Wondering is this is why I missed critical training options for my templar. Possible UI bug not getting the green icon thing.
Have you been getting the other upgrade options every two levels such as choosing a stat to increase, your racial traits and the choice to increase power regen or power pool? I can't believe you've been missing it all this time as it would have seriously messed up your quest reward acquisition too. <div></div>

Maybe once every 4 or 5 (6?) levels. I think for my Warlock I've chosen traits/skills 3 times. Once at 10 and 2 other times. I took an Int increase once and a power increase once. I'm really beginning to think something 'hiccups' in my game instance and I don't get offered these. One more reason this stuff should be published so we can plan a toons progression instead of just muddling along... Now will make a note that I should be getting some kind of training options or specialty option on all even levels? Have sent in a service report. Of-course they told me to talk to in game GM. Of-course in game GM told me to talk to tech. .... here we go again ....</span><div></div>
Well to be honest there isn't really much planning you can do. It's really not like building a character in CoH or WoW. The racial traits are mostly useless, special mob attacks utterly useless, tiny amount of power regen vaguely useful, extra stats irrelevant as it stands, extra resists kind of useful I guess... and after that you've got your spell selections, which are largely made for you already on account of there almost always being one ability that puts all others to shame. I'd try petitioning. There should be someone who can look at your character and see if you've missed out on anything. <div></div>
