In Qeynos, i can tell you where the npc is (dunno if it's posted somewhere else already... spoiler ahead: Gilda in Elddar Grove, outside the monk guildhall, sitting in a smalled walled area, hands out the Very Light armour quests.

<DIV>Let me answer this.  At level 20 in Elddar grove there is a set of armor quests.  You go througs these which are a HUGE time sink.  Around level 23-24 you finish the quest and get a robe which is a total piece of **ZOMG**.  Nicksels Robe gives you +4 INT our main stat.  At the time you finish the quest you get a robe with NO INT on it.  So effectively you lose 4 INT and basically 20 power.  I'm not quite sure **ZOMG** the twits who design the armor are thinking but this is a total waste of 20 hours of your life.  Start crafting and pray that the armor craft guys have their head out of their **ZOMG** enough to know that you should actually get better as you go up in levels.</DIV>
