Minor Change to Procs?

Should procs be revamped so that procs that do damage only proc when a spell with damage is casted?  i.e. your root or aggro reduction doesn't proc damage.I hate having to switch my gear between soloing and grouping.  Maybe I'm just being lazy.<div></div>
