numbing cold? Please explain....

<DIV>From reading the spell, it looks like I cast it and then when *I* am hit, there is a chance creatures in the area of effect get rooted or something? I'm a confused wizzy! Can someone explain this spell and let me know how/when/if you use it? Thanks! </DIV>

It is a PBAOE snare that effects everything close to the caster.  While the mob is snared and it makes an attack there is a chance that it will become rooted in that spot.<div></div>

One tactic i like to use when the group pulls way too much agro is to cast Fusion then Numbing cold and run away to a cleared area. The mobs go after me taking the heat off the tank and I shoot them down while they crawl towards me <div></div>
