Agility AA line cast timers will it do anything?

OK im guessing putting 8 points into the 4 agility is going to lower cast timers by 12% on an 4 second cast time that is .48 Seconds.... will I get .48 exactly or is this number rounded 1 way or another?also how does the 2% decrease in recast timers stack from the pet with number the 12% gained from number 5? is 14% or is 2% off then 12% off?
