The logical place to look for it would be level 64.

That also means it will be in perfect position as a Master II candidate for T7.  That could potentially be very nice.<div></div>

I highly doubt any upgrades to ice comet will be available as a m2 choice.  that would make the wizard pretty much unstoppable.

Except logically Ice Comet will be replaced at level 64, so making it master 2 at level 62 wouldn't be a big deal.
