Probably depends on how you define "best." If you want to get there quickly, you can pay 60s for a ticket to the TS docks in Qeynos Harbor, then take the bell to The Feerrott. Or if you have the time and want to save 60s, fly to the Steppes tower in Antonica, then run to the TS docks and do the same. Not really Wizard-related, though.
